PACE OF PLAY - Pace of Play will be strictly enforced.  IT IS YOUR RESPONSIBILITY TO KEEP UP WITH THE GROUP IN FRONT OF YOU.  Please refer to the Conditions of Competition on the back of the rule sheet for Pace of Play Code of Conduct Policy (1.2).

 

TIME FOR SEARCH (18.2) – Players have 3 minutes to search for their golf ball, at which point it is considered lost.  Players who search for longer than 3 minutes are in violation of Rule 5.6a and subject to Penalty under the Rules. For the purposes of this tournament at Bandon Dunes, balls that are deemed lost are to be played as LATERAL HAZARDS.

 

PREFERRED LIES (E-3) – In the general area cut to fairway height or less, players may lift, clean, and replace their ball without penalty within one club length, no closer to the hole if the ball has come to rest within a divot or netting ONLY.  In proceeding under this Local Rule, the player must choose a spot to place the ball and use the procedures for replacing a ball under Rule 14.2b(2) and 14.2e.  But, for the purposes of applying Rule 14.2e, the player has only chosen the spot on which to place the ball once the ball has been set down, and the player has let the ball go with the intent for that ball to be in play.

 

BUNKERS – Playing ball down under normal USGA Rules

 

DOUBT AS TO PROCEDURE (Rule 20) – Players have no right to decide issues by agreement (20.1c(1)).  Players should protect other players in the competition (20.1c(2)).  Play two balls when uncertain on what to do. (20.1c(3)).  Players MUST report both balls to the Tournament Committee before turning in your scorecard.

 

MAXIMUM SCORE (Rule 21.2) DIVISIONS 3-5 ONLY - The maximum score on any hole is Triple Bogey.  Please note the exceptions to Rules 1-20 outlined in Rule 21.2.  Players should pick up their ball and help their group finish the hole as quickly as possible (21.2b(1)). Net contests also have a Maximum Score of net Triple Bogey.

 

PENALTY AREAS (Rule 17)– In addition to the already marked penalty areas, heavily wooded areas not otherwise marked and native areas will be played as a red penalty area.  The margin of the penalty area is defined as the edge of the woods or native areas.  Areas of Pine Straw are not considered to be heavily wooded areas.  All penalty areas that are not marked will be treated as Red Penalty Areas with the margin being the natural slope leading into the penalty area. Cliffs, dunes, and gorse bushes are considered natural penalty areas.

 

SCORING - Once finishing your round, proceed directly to the scoring area to review scores and sign your scorecards. ALL MEMBERS OF THE GROUP MUST BE PRESENT TO TURN IN SCORECARDS. A scorecard is considered returned when a player has left the scoring area + 15 minutes.Scorecards Should be turned into the PGA Professional Staff at each course.

 

TOURNAMENT COMMITTEE - The tournament committee has the final say on all tournament matters.  The tournament committee is MAVIN Golf tournament committee and PGA Professional Staff at the golf resort.

 

DISCONTINUANCE OF PLAY – IF THE COMMITTEE SUSPENDS PLAY FOR A DANGEROUS SITUATION, PLAYERS MUST IMMEDIATELY MARK THEIR BALL AND SHALL NOT PLAY ANOTHER STROKE UNTIL THE COMMITTEE RESUMES PLAY (Rule 5.7b).  All practice areas shall be closed during suspension for a dangerous situation until the Committee has declared them open.  The penalty for breach of this rule is disqualification.

 

CLOSE OF COMPETITION - The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when the scores have been approved by the Committee.

 

     

BREAKING TIES – Team Competition and Divisions 1-5 will have an on-course sudden-death playoff, if possible and starting hole will be determined by the golf shop.  If not available, a scorecard playoff using USGA guidance will determine the winner of the trophy, and all points and purse will be split.  Net competitions will not have an on-course playoff, and will proceed as outlined above.

 

OUT OF BOUNDS (Rule 18.2) - Defined by inside points of white stakes or boundary fence posts at ground level or by a white painted line.  When both stakes and lines are used, the stakes identify, and the line defines out of bounds.  The line itself is out of bounds.  (MAVIN GOLF DOES NOT use the local rule option to take ball out fairway with 2 stroke penalty.)

 

RED AND YELLOW PENALTY AREA STAKES AND LINES - When a yellow penalty area or a red penalty area is defined on only one side, it is deemed to extend to infinity.  When a yellow penalty area or red penalty area is bounded by out of bounds, the penalty area margin extends to and coincides with the out of bounds line.  Rule 17.

 

SEAMS OF CUT TURF (SOD SEAMS) & CRACKS IN GROUND - The Local Rule as prescribed in Model Rule F-7 and F-8 is in effect.  Relief is available under this local rule only for the area of intended swing.  You do not get relief when this condition only affects your stance.

 

INTEGRAL PARTS OF THE COURSE - Includes cables, rods, wires or wrappings when closely attached to trees, unless otherwise provided for in the Notice to Competitors. Bulkheads, retaining walls, rock walls are integral parts of the course and players are not entitled to free relief from these areas.

 

ABNORMAL COURSE CONDITIONS – Typically defined by white lines.  French drains are deemed to be abnormal course conditions.  Rule 16.1b.  If there is a question as to whether your ball lies in an Abnormal Course Condition that is either marked or unmarked, take a picture of the situation and play 2 balls under 20.1c(3).

 

IMMOVABLE OBSTRUCTIONS CLOSE TO PUTTING GREENS – Model Local Rule F-5 is in effect.  The player may take relief under Rule 16.1b if an immovable obstruction is on the line of play AND Ball is in Fairway Cut or Less, within two-club lengths of the putting green, and the obstruction is within two club-lengths of the ball.

 

DISTANCE MEASURING DEVICES - The local rule allowing distance measuring devices will be in effect for this competition.  A player may obtain distance information by use of a distance measuring device, including the use of slope.

 

LOOSE IMPEDIMENTS IN BUNKERS - Players are allowed to touch, move and/or remove loose impediments in bunkers. Stones, leaves, food wrappers are examples of loose impediments. Lump/Clump of sand is NOT a loose impediment. Rules 12.2a and 12.2b

 

EMBEDDED BALL - Relief for a ball embedded anywhere in the “general area”, except when embedded in sand. Rule 16.3

 

WOOD CHIPS AND MULCH - Are loose impediments.

 

DROP ZONES - Players may utilize drop zones for the purpose of this tournament.

 

TEMPORARY LINES, CABLES AND POWER EQUIPMENT (Model Local Rule 8:F-22) - Temporary lines, cables and equipment for power used by the course (Includes mats covering or poles supporting them) are obstructions. 

 

BALL STRIKES POWER LINES (Model Local Rule 8:E-11) – If it is known or virtually certain that a player’s ball hit a power line, power pole or wire supporting a power line, the player MUST replay the stroke by playing the original ball or another ball from the spot where the stroke was made. (14.6). 

 

If the player replays the stroke but does so from a wrong place, they get the general penalty under Rule 14.7.

 

If the player does not replay the stroke, they get the general penalty and the stroke counts, but the player has not played from a wrong place.

 

TEMPORARY IMMOVABLE OBSTRUCTIONS (Model Local Rule 8:F-23) - Include greenside fans, starting/scoring tents & temporary MAVIN GOLF signage and/or flags. Interference under this Local Rule means that the player has physical interference and/or Line of sight interference. Relief is allowed provided full relief is taken plus one club length not nearer the hole.

 

GROUND UNDER REPAIR DESIGNATIONS - Unless a ball is on the putting green, a player may only obtain relief (nearest point of relief) from Ground Under Repair if the area interferes with lie, stance, or area of intended swing.  When the ball is on the putting green, line of play relief is also provided.

In addition to Ground Under Repair areas marked with white lines, the following areas are deemed Ground Under Repair: All flower gardens (which also require mandatory relief) and Newly planted (staked) trees.

 

PROVISIONAL BALL FOR BALL IN A PENALITY AREA (8:B-3): If a player does not know whether his or her ball is in a penalty area, the player may play a provisional ball under Rule 18.3, which is modified in this way:

In playing the provisional ball, the player may use the stroke-and-distance relief option (see Rule 17.1d(1)), the back-on-the-line relief option (see Rule 17.1d(2)) or, if it is a red penalty area, the lateral relief option (see Rule 17.1d(3)). If a dropping zone (see Model Local Rule E-1) is available for this penalty area, the player may also use that relief option.

Once the player has played a provisional ball under this Rule, he or she may NOT use any further options under Rule 17.1 in relation to the original ball.

In deciding when that provisional ball becomes the player’s ball in play or if it must or may be abandoned, Rule 18.3c(2) and 18.3c(3) apply except that:

• When Original Ball Is Found in Penalty Area Within Three-Minute Search Time. The player may choose either to:
• Continue to play the original ball as it lies in the penalty area, in which case the provisional ball must not be played. All strokes with that provisional ball before it was abandoned (including strokes made and any penalty strokes solely from playing that ball) do not count, or continue to play the provisional ball in which case the original ball must not be played.
• When Original Ball Is Not Found Within Three-Minute Search Time or Is Known or Virtually Certain to Be in Penalty Area. The provisional ball becomes the player’s ball in play.

 

PACE OF PLAY POLICY
Pace of Play policy gives the responsibility of maintaining the pace of play with the PLAYER and the GROUP.  Pace of Play plays a huge role in the experience of every player in a golf tournament. The target pace of play expectation for BANDON DUNES RESORT  is 4:00-4:15.  USGA rule 5-6 governs pace of play in the USGA rulebook.  All tournament contestants are expected to play within the target pace of play guidelines and understand that each group's RESPONSIBILITY is to keep pace with the group IN FRONT of them.  All player's pace of play will be judged by A) time and B) position relative to the group directly in front of them.

 

If a group or individual(s) is out of position on the golf course, and are notified by BANDON DUNES  staff that they are out of position, they should consider that discussion their OFFICIAL WARNING. If the group or individual(s) fail to get back into position in a timely manner or in the duration provided by BANDON DUNE staff, the following penalty structures will apply based on Rule 5.6a.

• Penalty for first breach: One Penalty Stroke
• Penalty for second breach: General Penalty
• Penalty for third breach: Disqualification

If the group or players unreasonably delays play between two holes, the penalty applies to the next hole.

If a group fails to keep up with the group in front of them and unduly delays play by finishing more than 15 minutes behind the group in front of them and over the allotted time established by the committee the group maybe subject to one penalty stroke, and no warning will be given. If a group fails to finish within 22 minutes behind the group ahead of them, the group will be subject to a general penalty.
